Probably as to not upset children, which in reality, no kid would give a fuck if that little coconut head shit had more Pokemon.
BW did it right. Each of the three had clear goals and development. Bianca was being a trainer in secret from her dad, and grew to prove her dad she could be one. Cheren was a real rival, battling you a lot and growing stronger. N wanted to liberate Pokemon but learned from you that humans and Pokemon could live in harmony.
