Because they care more about building a realistic world than they do about having a diverse bestiary full of competitively viable creatures. This is the same reason why fire types are so hard to come by.

They don't hate ice

The problem is that they can't stop making Bulky ice types

They need to make more attack and speed focused mons and/or better typings

Weavile and Jynx are great already, as is Abomasnow

Ice has a defensive score of -3.5 based on immunities being worth +1point, resistances +.5pts and weakness -1pt. This is the worst in the game so I suggest making ice into steel 2.0 whole keeping its impressive offensive score
