This was probably the absolute first work they did on the game. Gengar and Nidorino were just sketches on Sugimori's desk at the time, nobody knew what a ghost type was or what it was immune to.
Also I dunno if you can tell but Gen I is sort of slapdash to begin with, especially Green. You can tell they weren't expecting it to be so popular.
