I don't know how it could be implemented with Pokémon, except going the Alice in Wonderland route, like you use Abo as a club and Sandshrew as a ball (watch out for the tricky Voltorbs that sometimes come), but I definitely wouldn't mind a golf mini-game.

The golf course is the new Safari Zone. You must swing your golf club and hit the pokeball in the Pokemon's general direction to catch them. Miss too many times or take too long and they'll flee.

Is it gonna be a Mauville city like hub tower with lots of shops inside?
Is it gonna be a Black Tower/White Tree/Trainer Hill battle facility?
Will it be a hotel with rooms filled with gym leaders from other regions where you can challenge them PWT stye?

It's a golf themed gym/leader. You have to beat 8 trainers before you get to the leader and they all use ball shaped pokemon. If you one shot them, you hear applause once you leave the battle
