The writers are just too incompetent to make a reason to send him to the next region.

I've been saying it for years; just let Ash win the league, but give him a title other than "Master", and have him rush thoughtlessly into the next region assuming that region's league would give him the title he wants.

or bring back Tobias but have Ash actually win, at which point he realizes even though Tobias was the Sinnoh Champ he continued his journey and still was defeated
