Unova sacrifices the more open level design of, say, Gen IV for linearity. This is solely to streamline the story/augment the tension. On the one hand, yeah, I obviously miss Gen IV's unrestrained adventure. On the other, BW's story would never be as good as it is without this level design. There's just something so thematically satisfying about progressing to the literal 'top' of a region, and then having that regional top get crowned by the evil villain's floating fortress that gives Team Plasma a presence no other team has enjoyed in the series.
I also agree though that the towns are all pretty bland. Nimbasa, Icirrus, etc, they colors are unappealing and there's nothing about them that really draws you in.
I think BW2 fixes this aspect of Unova though, adding a sheen of polish to the region.
