Some even tried to get Magikarp or Magnemite to the top as a joke because a distribution of whoever reached 1st place was going to take place.
Even if it was an unbiased poll, it wouldn't prove shit because the Japanese fanbase doesn't represent the opinions of the entire world. Simisear tied on last place with several other pokemon, it's just that the RNG gave it bad luck.
