Reduces incoming dragon damage, as long as the target is grounded it doesn't matter if Salamence is flying.

Huh, you're right, still, Sala is mainly used for of his flying STAB anyways, while Garchomp spams EQ.

I really don't think this will make them much worse.

It's better used as a status blocker. Switch in the terrain and for 4-5 turns you are free to set up while being immune to status effects that would cripple your sweep potential. In doubles for example, you could swagger/flatter your partner without the confusion or wasting your held item on a berry. Shedinja becomes a tiny bit better if you can remove the things that hit it super effectively. Misty Terrain + Goggles would block poison and burn while goggles would block sand and hail.
