Sylveon evolves from having a "strong bond" with its trainer, which is indicated by hearts much like actual love, so having a bunch of love-limbs wouldn't be so unusual. It wouldn't be able to control them very well when flaccid apart from flailing them around, which is why they're usually wrapped around itself. This also explains why they can hold their trainer's hand as stated in the pokedex, because the trainer is the object of lust that lets Sylveon more accurately guide its ribbons towards the hand, like when you have an erection and can move it in a direction by flexing it. Much like the head of the penis, its ribbons are also said to be sensitive at the tips. This explains why it attacks with them since again, much like a penis, why it mostly learns projectile moves that it can "shoot". Diversely, the only thing allowing it to do so is its love for its trainer which it is fighting for when battling. I like to imagine Sylveon is trying its best when battling to show the opponent how much it loves its trainer, to the point of showing off its long, slender "ribbons" to intimidate the other pokemon. It is through these kinds of means that it got the name of "the intertwining pokemon", as it intertwines love and battling together in a unique way not used by any other pokemon.
