If they wanted Ash to lose he could have faced a bunch of roided Ubers. Then Ash just lost to a better trainor, would prove even for all his strength he needed to do more. The legendaries just felt cheap
Or they could have had Darkrai possessing/controlling Tobias. That would have been cool
