Most kids like the concept of mermaids, a human living in the ocean never fails to amuse them, so they'd most likely overlook it. It wouldn't have the "cool" effect most starters do on their final evos, but it wouldn't repel them.
As for GF, having a femenine starter appeals to women, and they already have 2 masculine starters, and have had most of them this way for many years. After seeing how much they can pander with the fairy typing, it isn't crazy to asume they'd let this slide so they could net in some more money from little girls who want a mermaid companion, while not losing any kids who wanted a badass fighting kitten or archer owl.
I still think they're fake as fuck though, I have my own reasons for that.
