Well, many people say it's because of the whole "handgun into an artillery". Others think it's because both remora and octopus have suction cups, and both Pokemon have Suction Cups as an ability. But the real question is, why SHOULDN'T Remora evolve into Octillery? The Pokemon world makes no sense, so there's no reason for it to NOT evolve into something different.
