There hasn't been an official release there yet, right?
If so, that's why.
I'm an American abroad, and while I can download the game, nothing will spawn. It worked here for like half an hour by chance, but then everything disappeared again.

Go for a walk and take pictures of potential pokestops/gyms and add them as landmarks in Google Maps. In a week or so they should be there.

afaik you need the pictures, I don't know how it exactly works, but the thing is, you need to add landmarks to Google Maps and on the next server update the pokestops and gyms should be available.
