Zorua isn't a gimmick Pokemon, it's a failed attempt at a Lucario-tier forced Pokemon. Other examples of gimmick Pokemon are Farfetch'd, Dunsparce, Delibird, Spinda, Chatot, and all Pikaclones.

It's based on Tsuchinoko, Japan's equivalent of the Loch Ness Monster or Bigfoot. Most of its Pokedex entries are about how it always escapes when it is spotted (which is why it's a rare sight). Also it's garbage competitively.

B) In most of the mythology it's involved in, the tsuchinoko always wants to become a dragon, but always fails. Since Dunsparce is based on a tsuchinoko, it won't ever evolve into a dragon - or anything else for that matter - either.

To be fair, Gen 4 gave a lot of gimmickmons new evos. So maybe they'll evolve Mimikkyu in a later gen.
