At least in the Hearthome Church, there are NPCs to talk to, even if they don't give you anything (iirc). In the empty room in the sewers, there's nothing but an empty trash can.

Did they plan on having some event-related thing happen here that they never got around to making?

It's not unfinished. It's either all it was meant to be from the beginning (like OP and other examples posted in the thread) or something they already planned to use in another game that lets you visit Kalos again.

In ORAS it's repurposed for those secret bases distributed as events. In the original game it was used to battle opponents from scanned e-cards.
In both games, the room is locked until you first scan a code or card that creates content for the room.
