that "one dev" was literally the guy who created Pokemon. Satoshi Tajiri.

It really wasn't forced. It appeared on a few magazines and merchandise, but it didn't really get as much screen time as Pikachu, Charizard, or Mewtwo.

I think it's more bizarre how absent both Poliwag and Poliwhirl were in the anime until Misty got one (two episodes before Johto). There wasn't even a Poliwag filler or anything. They're the only Pokemon I can think of that didn't have a single notable appearance.
