He doesn't have the raw bulk of Lugia to take >50% from SE hits, even through multiscale, and that 4x weakness means he can easily get OHKO's even through multiscale. It also doesn't wall as well as many other dedicated walls in the tier.
If you are using Showdown, Salamence is simply better, since it does everything Dragonite does, but isn't crippled by non-full health. Also, it gets access to Wish via ultra-obscure event status giving it more support options.
Dragonite can certainly be a tank, but it lacks the raw bulk and typing to be a good wall. It's doable if you absolutely must, but you have to control hazards and keep an eye out for anything that looks like it might have an Ice move.
