I can see them making it more offensive and just using Shadow Shield as a way to (hopefully) not let it die immediately to everything.

Imagine it with 100/100/90/160/120/110 stats, and it might be worthwhile. Especially with Ghost-type STAB.

Probably. And I think they gave it Shadow Shield to help neuter its weaknesses. Maybe not effectively, but that's the idea, imo.
