I don't think it's a DDOS at all. I think they're getting absolutely hammered with legitimate traffic and that is why they can't b& a complete IP range.
This is just a case of resource allocation, which is why I can play at 3:00 a.m. east coast USA time, but not 7:00.
They need to solve this by standing up a peripheral app that will track your movement/distance covered and/or swear to take data from App of Choice.
But since when could a decision be made at Nintendo with less than five thousand meetings?
