Many Pokemon types often don't literally represent their type's name. "Grass" often refers to plants in general, not just the stuff that grows in your lawn. "Poison" is often synonymous with "venom", which are actually very different things in reality. "Flying" has been used to refer to things that are airborne, as well as sometimes the pure wind. Going from this, the type "Fire" has been used to evoke both the literal flame that burns things, but also the general concept of heat. Now then, the sun is known for two things: light and heat. The issue that the legendary for the sun is weak to Fire is not because of the idea that the sun is literally made of fire, but because the sun legendary is weak to one of the things the sun is known for.
