To be clear people, this could be a neat thread, but im sure what the OP meant is, what pokemon would cause divergent behavior and issues within their enviroment if they settled?
Gyarados would fuck up a populations safety and health of certain species as it fucking gobbled and ate.
Trying to think of a "chaotic" pokemon myself...
Pikachu is a good example, their lore in early games established them as essentially being parasites on electrical grids, a bad pikachu infestation could fuck up a towns infrastructure.
