Torrent, Blaze, and Overgrow all boost their respective type's attacks by an additional 1.5x(?) when their health is below 1/3. I've seen speed runners play with whole strategies involved staying under that 1/3rd for certain battles.

A Pokemon can be good in the context of the game but not good in PVP. Also the other way around, I'm sure we all loved using Butterfree in Kanto. Having a starter able to plow through literally everything is pointless.
