With Kyurem, it's very clear that it's meant to be horrible looking and each aspect of its design is clearly driven to reflect its sad state.
Now Bruxish does not have the liberty of having surrounding lore to aid its design, being literally my mom's fish and all, but you can still have a good uggo-fish design by focusing the design on one or two features that create the most amount of ugly. In other words, you don't want to go hogwild and throw in as much bullshit as possible. You'll make an unholy abomination of sin against God, yes, but it'll be an unfocused mess of a design too.
