That's not an issue. In fact it could be the sign of good competitive balancing. For instance, if the other tools Comfey has would 'cause it to be broken with prankster but not with triage. Also 'highest priority' does suggest being higher than just +1 so there could be the added benefit of healing before Espeed, fake out and the like. If it learns heal pulse then in doubles that higher priority would be very relevent to its play.
