Most pokemon are anthropomorphic and are given faces or limbs, even if the real life inspiration doesnt have one. The legs aren't even coming out of holes like with a real diaper, it just had a purple pelvis underneath with legs. If it were a diaper, the entire bottom piece would be missing, and itd just shit on the floor.

Also, if it were a diaper, itd be wearing it, not indented into it.
