Mermaids, selkies and sirens ARE by definition, female/woman. This is technically a female looking sea lion since Popplio is already treated as a sea lion (barely so, even female sea lions are somewhat more plump than this), but that doesn't change the fact that its very concept is gearing towards a female design.
And trust me, that doesn't look like no merman either nor a male selkie nor a male siren. There's literally no room for ambiguity here and even the most feminine looking starters or the most masculine looking starters we had at least left some room for ambiguity for either gender.
