That's why prior to VGC2016 Landorus-T was in almost every team because it was able to fill a lot of roles with few moves.
Like I said before, Sandslash has a little niche as being a Sand Rush user not weak to fighting, but most of the time you're better muscling through with Excadrill or Stoutland.
Arcanine fails to be either offensive because Darmanitan and Entei exists, and defensive or supporting is a second choice because Heatran exists.
Being usable =/= viable. Viable means that any Pokémon in a certain scenario, is the "optimal" pick; Pokémon like Ledian, Ariados, Mightyena, Watchog and the like aren't going the be optimal picks, ever; because everything they can do, something else can do it, better, and also do something else while they're at it.
