First, it should be water/fighting
It should have bigger attack and very little special attack (its a samurai otter with two shell blades, who thought giving it thise stats was a good idea) then as a HA give it tough claws or something that boosts moves based on blades, finally make its signature move a water variation of leaf blade/night slash/slash/shadowball claw ecc
Here, it is now fixed

Its physical movepool is even worse than special. It doesn't even have ice punch or earthquake. It's probably mixed so it can use both surf and waterfall effectively in story mode.
