The movie characters are almost always shit. Given a piss-poor one-note backstory so they can be "fleshed out" within a span of less than two hours while the actual plot happens around them.
Sometimes they don't even get that. Sometimes they just attach themselves to Ash and company because they were just there when the Legendaries/Villain/both showed up. See the Zoroark movie for the best example. Tell me what purpose that fucker with the Woobat hat served. Go on. Tell me. Protip: you can't, he had no purpose at all.
I can actually think of one-off characters in the anime that were better than most of the movie characters.
