Sand has a fucking pseudo and a physically defensive wall. Both have incredible bulk and support.
Water has Politoed. While it really doesn't mesh well with usual rain, it can still do shit due to being a bulky water type. Good support in Icy Wind, Scald, and Perish Song to stop setup.
Ninetails is regrettably pretty much just dead weight. It has no bulk. Its speed is okay but it's very linear. Charizard Y is superior in every way besides Subterfuge Sediment damage. And you can still use Venusaur, Victreebel, or whatever you'd like but Mega Houndoom.
If it were every comparable to Politoed or Hippodown, you'd see Mega Houndoom way more often because it's basically a Zard Y at +1 and acts in the same niche. Zard Y is still superior, but you'd see it far more often than you do now.
