It has a higher base HP stat so that more HP can be passed along. It also has a slightly higher base defense for physical attackers.
Now, admittedly Alomamola's Spd and Spa are pure garbage...but you're mostly only using it for the scald/burn chance. It also gets access to knock off, making it a great wall/ wish passer/ utility mon. Also, lest we forget, Regenerator with a 165 base HP is just nearly broken tier recovery.
Vaporeon has its uses. Base 110 Spa and base 95 Spd is solid. It gives scald a little more "Umph" which can make a difference. Water Absorb is not bad, albeit quite situational. And heal bell is a great utility move that Alomamola just doesn't get. ...it gets refresh...but that ain't healing anybody else on the team.
The main appeal of Luvdisc 2.0 over Vaporeon IS the abilities. When Alomamola wish passes, it not only passes more HP, but it GAINS HP upon swapping. Meaning it can potentially wish pass WAY more times than vaporeon.
The last thing heart-fart has going for it, is the ability to synergize better with teams. Obviously not by type, but by defensive utility. You ever go up against a defensive Regenerator Core? It's the most annoying shit to play against. 1/3 HP gain on swap...on multiple mons...who's goal are to out stall you. It's amazing. Vaporeon just can't compete with that.
