No seriously, the 3 times when this has happened are the 3 worst seasons. I can maybe forgive Kanto since they still had to promote the games and it was the first season but Johto and Unova both suffer from the same problem caused by this that makes them bad.
Party variation.
Let's take Hoenn for example
Ash get's a Treeko so he doesn't get another grass type but since he didn't get Mudkip or Torchic he gets Corphish and Torkoal which are two interesting Pokemon you would normally see covered in a cotd episode and never touched again.
Now let's look at Johto
Ash get's a Cyndaquil, Chikorita and Tododile so he doesn't get to use a Wooper, Slugma or Sunkern
Unova is somehow 100x worse because Ash actually gets a wide variety of Pokemon like Boldore, Palpitoad and Leavanny but since he has to have Pikachu, Unfezant and all 3 starters with him they never get a chance to shine
But even in Sinnoh which was great Ash's Turtwig seemed kinda token and was far outclassed by Infernape in battle ability,character and screentime
Just give him one!
