I think Trubbish is a mutated form of Gulpin. Just from an appearance standpoint:

I believe that Trubbish is a mutated GUlpin that came about when a Gulpin consumed a mass amount of industrial waste and garbage, which mixed with its stomach enzymes to cause the reaction that created Trubbish (This chemical reaction being stated in Trubbish's Pokedex entries). The evidence I have for this is that both Gulpin and Trubbish are found on the same route in ORAS, which is located where the most waste in Hoenn would be found (beneath a major transport path and between two major cities).
