You can't. Rotom-Frost is an Electric/Ghost type in Gen IV and is obtained at the same time as every other Ice type in Gen VI.

I don't know, Candice's seem fairly balanced. Sneasel and Piloswine used to be fully evolved and have perfectly decent stats. Weavile, Mamo + Abomasnow and Froslass would've been a bit overkill for a 7th gym leader.

Not really, you have to remember that their stats were decided upon in gen 2 and there's been 2 additional generations of Power creep and moves on top of that.
Also no Ice Shard on Piloswine is unforgivable.

BW was easy as fuck except for maybe Ghetsis, stop lying. It was the gen when a shitmon like Lilligant was a powerhouse and main sweeper for most of the teams, the rest used other easy to obrain mons like Scrafty and Darmanitan. BW2 was Lucario and other stronger mons since the first routes. Actually didn't have a single strong trainer.

Candice for Froslass alone, really. Snow Cloak + Double Team + speed can you troll you so easily. The rest of her team (besides Abomasnow for giving hail) isn't worth discussing, but one legit threat is more than Brycen can claim.
