And there's a couple differences, both have a different city and a different version of Opelucid city, with black version being the best in my opinion.

And I really recomend you to also play HG/SS, it's everything a remake should be and sadly what ORAS wasn't, honestly I'd say do this depending on you.
If you want full new stuff to hold you until sun and moon, XY and then ORAS.
If you want quality stuff that's basically mandatory at this point, HG/SS and/or BW2.
I still say you can just get ORAS later, it's a decent game but after HG and SS it just felt weak, flat and most people agree it's really subpar.
The jump from gen 3 if you really stopped there to XY is really big tho, and this anon is also right.

Just to make things short, I feel that as long as you don't jump back to ORAS you're fine, and just get ORAS later if you really want to.
Also you can get BW2 anywhere really, just order it online or on a flashcart or dunno, there's several ways.

It's a weak entry, it looks barely improved over ruby and sapphire, it makes no effort to show new Pokemon, it holds your hand to extreme lengths, it even gifts you fucking latios/as for no reason, it felt like gen 3 was being raped in front of me and I was forced to sit back and take it knowing other gens had it so much better.
