Malamar is the only genuinely evil pokemon. Most dark types simply act out their nature, why Malamar is smart enough to comprehend what it is doing. Dark/psychic is the most evil typing because it's evil actions + the mental capacity to understand it.
Most other evil pokemon are simply children being assholes. They don't really know what they're doing.

No they aren't, the only really evil pokemon are most ghost and dark types like sableye, Gourgeist, cacturne, etc. Eelektross, gyarados and hydreigon didn't do anything wrong
