Aside from genwun (which you can do without, since you could see the dots) I don't think Flash has even been a HM, let alone needed in its TM form.

There's no way to incorporate Cut.
Strenght is passable as a STAB option even though there are better alternatives like Body Slam.
Rock Smash is only useful if you're in desperate need for Fighting coverage or if you have Technician.

Actually, no.
Until Gen IV, Cut had the same accuracy and 15 more power than Tackle.

Tackle was 35/95.
Gen V onwards was 50/100

Surf and Waterfall are the only legitimate good moves considering all the HM. Strenght isn't bad, but is severly outclassed. Fly is awful in PvP; it can be useful ingame, but most of the time you're giving up Brave Bird or Acrobatics for it.

Cut is outright bad.

Flash was an HM in gens 1 through 3. Also it was pretty much required in gen 2 because the caves there were literally pitch black aside from your character and a bit of light coming from the entrance.

I got a "Mystery" Mew back during the 2006 Toys R Us event for my Pokemon Emerald. Mew was not really part of my idea of what sort of team I wanted, so it became my best HM Mewl.

Cut had always been free Repel when grass was concerned. Up to Gen 3, anyways.

It just depended on whether you want to get bored accessing the menus or get bored pressing Run.

Post gen 4 severely lessens the stupid meme HMs like defog and flash, let alone strength boulder and rock smash spam making every route impassable

White was the first game where I just caught a Dwebble and gave him cut and strength for the first part of the game and everything beyond that was fine, except Fly because Sigilyph has no physical attack stats so I gave it to a Ducklett.
