Hard mode: they must make sense, and be explained

I'll start: sky uppercut does double damage on levitating and flying type pokemon. It just makes sense with the move's effect.

Quick Attack: Buff BP to 60.

Basically it gets a mini-STAB for most pokemon to make it usable.

Rock Smash now has a 100% chance to lower defense. In the field, Rock Smash doesn't "sometimes" break a rock, it always breaks a rock. If the shattering nature of this move is responsible for both the breaking rock, and the defense drop, why not?

Rock Smash now sharply lowers enemy's defense, the drop is guaranteed. Could make it see some use on Technician pokemon.

Cut deals always deals 25% of the target's max HP as bonus damage.

Strength will launch an enemy into the air taking them out of the fight for 1 turn. If the move fails, the user crashes like an HJK. Accuracy changed to 90%.

Rock Climb is super effective against rock and steel types.

Fly and Dive have a 50% chance to increase the user's speed.

Flash drops all pokemon on the field's accuracy down to -6

Return has a 20% chance to confuse once the mon using it is max happiness, because there is so much love in the attack that the enemy gets confused by it.

Frustration has a chance of confusing the mon using it but also to confuse the enemy (40% each way) because both of them are confused (frustrated) about why the user is hated so much.

Incinerate: increase BP. Doubles power if an item is burned, and now burns away all items.

Does it make sense to you that a berry can get burnt by fire, but an herb or apple core can't? Does it make sense to you that a fire that ignites the things in your hands hurts less than hot coals being spat at you?

Now you have a special, Fire-type Knock-Off. It's still only available to a few pokemon, but now you don't just laugh at it.

It's creating an effect. Why does that go away when you switch? It would also help make it worth using over Ingrain.

BP dropped to 70, but now always crits

because its a drill - other drilling moves have a similar 'fuck defenses' thing going for them, such as horn drill being an insta-KO and Drill Run having a high crit ratio.
