His face pretty much looks like a human's. When you compare Popplio with Ballio, you can see that Ballio pretty much loses all of his sealion features, whereas Entermaid retains hers. People say that Entermaid's hair is too human-like, but Ballio's red fluff is clearly designed to resemble a clown's wig. It's also interesting to note that Ballio naturally stands upright. Most of his artwork depicts him as standing, whereas Entermaid's art depicts her as swimming or sitting.
I just want to add that I actually really like Entermaid's design. I think a feminine design for a starter is a great idea, and really helps diversify our current pool of water starters. While some may disagree, I do find this design to be a natural evolution for Popplio. While the human-like hair may seem bizarre for a Pokemon design, let's remember that a handful of Pokemon have been given flowing locks of hair in the past, including Mega Ampharos, Zoroark, and Resolute Form Keldeo.
