As for recatchable: most likely. It could go either way. We did get a level 1 Regigias in Platinum right after the one we got one in Diamond and Pearl. Since Regigias probably won't be in Sun and Moon, and Sun and Moon are generation seven, people who are starting over without access to Bank could get another one this way. They made Regigigas catchable in Black and White 2 as well.
