Bulky Pokemon doesn't mean "Wall" but a bulky Pokemon has to be defensively viable if it's going to perform the task of being a bulky attacker. A typing that brings nothing to the table defensively is worthless on a bulky Pokemon, at best. At worst, it's damaging because it adds more weaknesses, especially when those weaknesses are to common and viable attacking types.

Proper stat distribution on any Pokemon would "fix it" but the stat distribution isn't Lapras' problem. Its problem is that its Ice typing is anti-bulk. It only serves to make the Pokemon less bulky than it could be, while the offensive bonus it adds amounts to stab Ice attacks. Which, while good, it shouldn't have a typing that primarily benefits it's offense abilities at the cost of defense when it's meant to be bulky. Something more neutral/beneficial defensively while still being good offensively would be a better sub type. Dragon would be ideal and would make way more sense, thematically.
