True, its only attainable to the ultra-rich if they want it (its theorized, a single Master Ball costs millions of P to produce, though with time that number couldve fallen to a fifth or even lower.) but it doesnt change that a spoiled Rich Kid could buy a handful and catch something they cannot control and cause serious damage. it could also be that its deemed unethical as creatures are robbed of agency. If a pet chooses to stay at your feet all day, thats one thing. If you chain it to your legs, thats abuse.
