People are so happy the game is out and that they could play it.. Except they could not play it at all due to server overload and outages.
Niantic underestimated the draw of this game despite knowing full well on what they were getting into with this game. This is no niche audience they are dealing with here and they are simply not able to handle all the issues in one go.
How do they resolve this? They really do not resolve it at all. Every time they are able to get the servers stable they release another country to the game which causes more server crashing. At the same time several of the nearby glitches find their way back to the stable release including a power save bug and stability issues. Despite all of this however, they focus more on releasing more countries to the game despite it being broken.
Eventually some smart people find the means to access Niantic's GO's API/server calls and makes a means to map out all live pokemon spawns in a location. Several sites and apps would be made from this as people want to actually find pokemon rather than walk around blind.
Meanwhile bots and spoofers make their way into the game and make it easy to boost far into levels and obtaining all the rarest and powerful pokemon without needing to leave the house.
What does Niantic do however? Rather than focus on the actual cheaters in the game they aim to shut down map users, all while a the same time releasing an update that trashes any hope of Niantic fixing the Nearby system at all.
People get enraged over it, demand for a response to this and as to why, and Niantic refuses to respond.
