It's on the same island where Mimikyu is found, I bet. Why? If we go by in-game description, there is a certain flower with a certain nectar that changed it to that form. As for figurative speech, I think it's more towards the overall thematic approach to its Ghost type design. See how its purple and stuff with those mystical feather fans.

You know, I heard there's a Japanese traditional dancing where they danced to send off the dead to the spirit world. Correct me if I'm wrong.

Then why not make it Psychic or Dark or something? Making a normal bird that happens to be purple-colored Ghost just thematically goes against what all other ghost types have been so far.

It's more than Johto is the traditional Japanese region where Kanto is more the modern Japanese region. So you would think that a bird who use a japanese traditional danse would mostly remind people of Jotho, particulary when the kimono girls are based on the same concept.
