So I know we're all excited for Aloha forms and shit, but let's step back a bit. Rather than thinking about what Pokemon DESERVE Aloha forms, lets think of Pokemon that DON'T.

Starting off easy : Every Pseudo Legendary and Lucario. None of them should have an Aloha Form.
