Of all the starters, that seems to be the most obvious laid out path for it. Yes, Tepig doesn't really follow this rule, but everything about Popplio screams "clown"; its appearance, its behavior, its giant ball bubbles, everything. While the evidence is very consistent with the mermaid, I think I'm going to stay neutral on the line and just wait and see what happens.
