It was gonna be introduced in pokemon Z.
Then they realized no one wanted that shit game and scrapped it, but kept the mechanic and name.

It just a way to add a special "evoulution" or form for Pokemon that don't have megas.

Like how Ash syncs with his Greninja and gets a special move. This way instead of adding an entirely new form they just give them a new move.
