Rising Ruby/Sinking Sapphire is not scaled to the exp share. It makes all Pokemon obtainable, changes trainer rosters to make it more difficult (but not to RuRu and StSa levels) and comes in two versions: one version that makes additional changes to Pokemon to make them more viable/fun, and another that leaves the Pokemon as they are.
Meme Sapphire is a combo of both of them, has Rising/Sinking's wild rosters, Rutile/Star's trainer roster's, and throws in some additional changes of its own. I don't recommend going with it. It's better to use either one or the other, and if you're not satisfied with the changes, improve on it by editing the game with pk3ds.
