No, they wouldn't. Limiting the riding gear to just these ones wouldn't be too much work at all. And let's exclude major/cover legendaries just for simplicity sake, it'd be kind dumb having them with harnesses and what not, and most of them are too huge, IDK. Doesn't really make a difference to add them or not, wouldn't raise the numbers too much. But for this, let's be a little pessimistic/economic.
I really hope they let us ride our own Pokémon in Sun and Moon and not just the "service" rental ones. I'll probably be disappointed once again, though.
