I remember back in gen2, it felt like they were implying that it was red because it evolved prematurely and kept the Magikarp colors, but if you raised a fresh shiny from scratch it would be a golden magikarp first.

Shinies are very rare palette swaps, normally there's a tiny chance of encountering them.
They were introduced in gen 2, the Red Gyarados in the lake of rage being a showcase for them
